He served in the Delegation of Chile to the GATT in Geneva (1979-84) and was seconded to the Economic System for Latin America (SELA) in Caracas as Coordinator for Trade Policy Affairs. He was appointed Director for Bilateral Economic Affairs (1993-94), Director for Multilateral Economic Affairs (1994-99). During 1996-97 he also served as Chile's Senior Official to APEC. At the same period he was deputy Chief negotiator for the Chile-Canada Free Trade Agreement and in 1997-98 he was Chief negotiator for the Chile-Mexico Free Trade Agreement. In July 1999 he was designated Director General for International Economic Relations. In June 2000 he was appointed as Ambassador, Permanent Representative of Chile to the World Trade Organization in Geneva. During 2001 he served as Chairperson of the Committee on Trade and Environment of the WTO. In February 2002 he was elected as Chairman of the Special Session of the Council for Trade in Services, which is in charge of the negotiations mandated by Ministers in Doha. He is author of numerous articles and papers on international trade. He joined the Ministry of International Trade and Industry (MITI) in 1974, later serving as Director of the GATT Affairs Office in the International Trade Policy Bureau (1988) and First Secretary of the Permanent Mission of Japan to the International Organizations in Genève, Switzerland (1989-1991). He went on to become Director-General for Natural Resources and Energy Policy (2003), the Manufacturing Industries Bureau (2004), the Small and Medium Enterprise Agency (2006) and the Trade Policy Bureau (2007). In 2008, he was named Vice-Minister for International Affairs. He also served as Advisor to Sompo Japan Insurance Inc. from 2010 to 2011. Close KURODA Junichiro (Principal Director, Multilateral Trade System Department, Trade Policy Bureau, Ministry of Economy, Trade and Industry (METI)) Bio Mr. Kuroda joined the Ministry of International Trade and Industry, currently known as METI, in April 1990. In May 2002, Mr. Kuroda began his service as Deputy Counselor of the Cabinet Affairs Office of the Cabinet Secretariat (Prime Minister's Office-Japan), where he was responsible for coordinating exchanges between executive branch offices and the Diet as well as the preparation of the Prime Minister's speech drafts for the diet session. In June 2004, Mr.Kuroda was appointed Deputy Director of the Multilateral Trade System Department of the Trade Policy Bureau at the METI. In this position, he was responsible for managing the coordination of planning and implementation policies related to the World Trade Organization (WTO) and for the Minister of METI on international trade affairs. Mr. Kuroda held the position of Deputy Director of the Trade Policy Division of the Trade Policy Bureau at METI from April 2006 to July 2007. He was responsible for multilateral trade discussions within WTO and bilateral trade discussions to conclude the Free Trade Agreement (FTA) and the Economic Partnership Agreement (EPA), and reinforcement of relations with major countries including the United States, the European Union, China, India and ASEAN countries. He has also participated in various international conferences such as the Asia-Pacific Economic Cooperation (APEC) forum and Organization of Economic Cooperation and Development (OECD). Furthermore, his duties included planning and implementing fresh policy concepts for East Asia's regional architecture. From July 2007 to July 2010, Mr. Kuroda was Special Advisor to METI and the New York Office Director for the Japan External Trade Organization (JETRO). Immediately prior to the current position, Mr.Kuroda was Director, Trade and Investment Facilitation Division, Trade and Economic Cooperation Bureau, where he was responsible for promoting FDI in Japan. Close João Aguiar MACHADO (Deputy Director-General for Trade, European Commission) Bio Mr. Machado is notably responsible for bilateral trade relations, including most of the EU's free trade negotiations, as well as for the development of the EU's new investment policy. He spent most of his career working on trade matters in Brussels and in EC Delegations in both Tokyo (Japan) and Geneva (WTO). Before taking up his current position he was Deputy Director-General at the EC's Directorate-General for External Relations - where he was in charge of coordinating overall EU relations with Asia and Latin America. His former official position was President of Japan External Trade Organization (JETRO) from 2008 to 2011. He originally joined MITI, Ministry of International Trade and Industry which was the forerunner of METI, in 1977. After his assignment in Geneva, he served as Director of Tariff Division of METI in 1995. He served as Japanese negotiator for Information Technologies Agreement (ITA) from 1995 to 1997. He worked as Director in charge of WTO issues from 1999 to 2002. At that time, he also served as Co-chairman of APEC WTO Capacity Building Group from 2000. After that, he negotiated 5 Japanese FTAs (Mexico, Philippines, Brunei, Indonesia, Switzerland ) from 2002 to2008. He was appointed as Deputy Director-General of International Trade Policy Bureau of METI from 2003 to 2004, and then Economic Affairs Bureau of MOFA (Ministry of Foreign Affairs) from 2004 to 2006. In 2006, he was appointed as Director-General for International Trade Policy of METI and negotiated Anti-Counterfeiting Trade Agreement (ACTA) till 2008. During his tenure at the Institute, he was also a visiting lecturer at Princeton University (1994) and an adjunct professor at Georgetown University (1986-88). He was a senior associate at the Carnegie Endowment for International Peace (1982-83) and an official of the US Treasury Department (1974-82) in international trade and energy policy. During the Tokyo Round of multilateral trade negotiations, he was a member of the US delegation that negotiated the GATT Subsidies Code. Since January 2003, he has been a member of the Trade and Environment Policy Advisory Committee of the US government. After undergraduate program at Waseda, she studied Yale University for MA in International Development Economics, and finished Ph.D program in Business studies at Waseda Graduate School. She has studied economic development in East Asia, especially Korea, including their industrial/trade policies. Prior to joinning ITTC in August 2010, she worked in several divisions in the WTO, including the Least-Developing Countries (LDC) Unit in the Development Division and the Office of the Director-General, dealing with the WTO LDCs' Consultative Group, the Sub-Committee on LDCs and the Integrated Framework.
